Building for what comes next: turning political change into practical delivery

Published 24/07/26

A new Prime Minister, a returning Housing Secretary and a renewed commitment to council housebuilding have put housing firmly back at the centre of government.

But the test will not be one of ambition alone. It will be whether the industry can turn that ambition into homes – at pace, at scale and with confidence.

That challenge will be familiar to anyone working across housing and construction. Planning processes remain complex, cost pressures continue to squeeze programmes, and project teams are being asked to deliver more while navigating increasing regulatory and sustainability requirements. Against that backdrop, delivery is no longer simply a question of getting projects built. It is about making the right decisions early enough to avoid delays, reduce risk and maintain momentum.

From ambition to action

With Andy Burnham bringing a renewed focus on devolution, regional growth and council housing, and Angela Rayner returning to housing leadership, there is a clear sense that government wants to move faster on housing delivery. But for the built environment, the question is not whether ambition exists. It clearly does.

The more pressing challenge is whether projects can be delivered with enough certainty to turn political momentum into lasting outcomes. Andy Burnham pledges 10,000 new council homes by 2028 in Greater Manchester and has consistently linked housing delivery to wider economic and social outcomes, while Greater Manchester's devolution journey has shown how decisions made closer to communities can accelerate progress on housing, regeneration and infrastructure.

That emphasis on delivery is reflected in Andy Burnham's wider vision for growth. Through Greater Manchester's approach to "good growth", housing has been positioned not simply as an output, but as a catalyst for thriving places, stronger communities and long-term regional prosperity. The ambition is clear: growth that reaches every community, supported by housing, infrastructure and investment that work together.

Why delivery certainty matters

This is where the conversation around housing needs to evolve. Political leaders can set priorities and create the conditions for growth, but success will ultimately be measured by what happens on the ground. Homes need to be delivered faster. Communities need to see visible progress. Investments in housing and regeneration need to translate into real outcomes for local people.

As power shifts closer to regions and local authorities, the importance of dependable delivery becomes even greater. Ambitions for local growth can only be realised when they are supported by resilient supply chains, strong technical expertise and the confidence to keep projects moving from concept through to completion. If regional growth is the goal, then regional capability has to be part of the solution.

Building confidence from the outset

For social housing providers and housebuilders, that certainty often starts long before construction begins. Early specification decisions can shape project outcomes for years to come, influencing buildability, programme risk, maintenance requirements, energy performance and whole-life value. Getting those decisions right requires more than product selection – it requires access to robust technical guidance, dependable supply and confidence that systems and materials will perform together as intended.

That creates an important opportunity for industry. The role of manufacturers is increasingly about more than supplying products. It is about helping customers manage complexity, providing technical support that reduces uncertainty and ensuring the information behind critical decisions is robust enough to withstand scrutiny later in the process.

For wienerberger, we want to help social housing providers, local authorities and housebuilders make more confident decisions from the outset. Through dependable supply, technical expertise and solutions that support earlier specification decisions, we help customers navigate the pressures of housing delivery, retrofit and sustainability. Whether that's selecting compatible materials, improving energy performance, reducing long-term maintenance requirements or providing support throughout and beyond the build process, the focus remains the same: creating greater certainty in an increasingly complex environment.

This approach is becoming increasingly evidence-led. Initiatives such as Renatus have been developed to support data-informed retrofit decision-making, helping housing providers better understand performance and make more confident investment choices for existing housing stock. Alongside this, technical propositions such as RoofSpec+ are designed to help simplify specification and support more effective project delivery.

Turning momentum into progress

The ambitions now being set for housing, planning and regional growth are significant. But the industry's challenge is not defining what needs to be achieved. It is creating the certainty needed to achieve it.

Because while policy can create momentum, delivery determines whether that momentum becomes progress.

If you're planning social housing, retrofit or regeneration projects, explore how wienerberger can support earlier specification decisions, dependable supply, technical expertise and long-term asset performance - helping you build with greater confidence from concept through to completion.
